Festive Lighting Restrictions 

Any such groups or persons who are looking to install Christmas lighting or other types of temporary festive lighting or seasonal electrical items in the public realm, please note the following restrictions that must be adhered to when considering installing such lighting systems in areas in the charge of Fingal County Council please:

  1. Christmas lighting or other types of lighting, for example lighting motifs or festoon lighting, are not permitted to be attached to public lighting columns.
  2. Public lighting supplies must not be tapped into or used to power Christmas lights or any third-party infrastructure. This would be in violation of our supply contract with ESB Networks which prohibits us from supplying third party infrastructure.
  3. Our columns are not structurally designed to take Christmas lights or motifs, or any other attachments.
  4. We cannot have two live supplies onto the one column if such Christmas lights were fed from somewhere else, or two electrical contractors working on the same column. This is a serious electrical safety risk to our staff and our maintenance contractor.
  5. All seasonal loads including festive lighting must be on a metered electrical supply connection.
  6. The electrical supply for festive lighting and other seasonal loads must be taken from a private premises. For example, if a business group wanted to install lighting across a road from building to building like in Dublin City Centre, they must be supplied from one on of the buildings on the road, and there must have a minimum clearance of seven metres above ground level to the bottom of such an installation.
  7. Private electrical supplies and private ducting are not allowed in publicly owned areas.
  8. If groups are considering putting lights on trees, they must contact the Council’s tree officer and the Parks team in the Operations Department for their requirements or restrictions.   9. It is also not permitted by ESB Networks to install or hang anything, including Christmas lights, on ESB Network poles.
